Seeking the Truth: Report on the Shantinagar Violence Incident Against Christians

In the wake of the Jaranwala tragedy, Christians were united in grief, calling for the formation of a judicial commission to investigate the events and seek justice. This situation echoed the earlier tragedy of Shantinagar in February 1997, which marked a significant instance of extremism in Pakistan's history, where hundreds of Christian homes were set ablaze by extremists. In response to the outcry from the Christian community for justice, the government established a commission to investigate the Shantinagar incident and address the grievances stemming from the extremism faced by Christians, while also safeguarding their constitutional rights.

However, when the Miracle and Hope Foundation Pakistan sought to obtain the findings of the commission, they were unable to locate any report. The foundation’s representatives formally requested a copy of the report from the relevant department, only to be met with refusal. Undeterred, the foundation pursued the matter through a tribunal, exercising their constitutional right to access the necessary information.

In response, the government again declined to release any documents, citing concerns that disclosure could potentially harm national defense, public order, or international relations, as stated in a letter dated December 5, 2023 (No. E&A(HD)8-4/2013(P-11)). Despite this, the chairman of the tribunal dismissed the government's reasoning and directed them to provide a certified copy of the report to the foundation. Nonetheless, the government continued to refuse compliance, claiming that the record of the report was no longer available.

Judicial Commission to Investigate the Tragic Jaranwala Incident, Punjab Pakistan


A petition has been filed on behalf of Bishop Azad Marshall Moderator Church Of Pakistan by Kashif Alexander Advocate High Court along with others in the Lahore High Court (LHC) seeking judicial inquiry into the Jaranwala violent incidents against the local Christian community. A mob of more than 500 people attacked, vandalized multiple churches, and torched homes belonging to the Christians in Jaranwala in Faisalabad district over blasphemy allegations.

 

Earlier a report was submitted in the LHC on behalf of the Punjab chief secretary in response to a previous order of LHC.

On 28.11.2023 during the hearing of the Petition Advocate General Punjab on instruction sought time for reconsideration of the matter without being influenced by the earlier decision of 02.10.2023 by the Government of Punjab i.e. declining the formation of the Judicial Commission.

Lahore High Court adjourned the proceedings till December 21.2023.

Jaranwala Police have registered 11 cases under terrorism provisions against more than 750 unknown persons. The police added provisions pertaining to vandalism, arson, and resistance in official matters in the 11 FIRs. After the registration of new FIRs the number of registered cases of attacks on Christian property has risen to 21 while 118 accused named in the cases are on remand and are already in police custody. Registration of 16 first information reports, including 11 by Jaranwala City and five by sadder police, the number of FIRs has reached 21.

2. 16 complainants include Shahbaz Masih, the administrator of New Apostolic Church of Chak 61 GB, Asher Masih of Satsangat Church in the same village, Javed Barkat Masih of Salvation Army Church in the same village, Hashir Ashraf, the administrator of Pak Khushkhabri Church in the same village, Naveed Mukhtar, the administrator of Peace Mission International Church of Chak 120 GB, Gulzar Masih, the administrator of House of God Church Chak 238 GB Makkoana, Muneeb Masih, the administrator of the Catholic Church in the same village, Adnan Michael, the administrator of KGM Church of Chak 126 GB, Fr Israel Peter, the administrator of Presbyterian Church in the same village; Shahzad Masih, the administrator of Hope for Life Church in the same village, Shafqat Bhatti, the administrator of Mission Compound Church in Muhallah Camp, Afzaal Masih, the administrator of Yahuwaeri Church of Chak 240 GB, Siddiq Masih, the administrator of Salvation Army Church in the same village; Adnan Masih, the administrator of UP Church in Muhallah Farooq Park; and Habib Masih, the administrator of Salvation Army Church in Asad Park.

JIT for FIR 1263/23 has the same composition as 1262/23 with one change in sub-inspector Millat Town replacing SI District Police Line.
